Anything of TS (Top Secret), or SCI and higher would likely validate that a member holds a valued job. In the Air Force, holding a TS would make you a: Pilot, Intelligence, Spec. Ops, OSI, etc.

We're talking pilots, doctors, and other jobs where only a few are qualified.
In wartime, those quick promotions are usually temporary. After the war is over, they usually revert back to their regular rank.
You will not see a 25 year old colonel, admiral, or general.
One of the requirements of holding the highest positions is having a track record of experience.
If we ever get that desperate, the country will recall people out of retirement.
