Do they stress that sufficient reconnaissance work should be done first, before going after a target? Do they say how much "collateral damage" is acceptable for each kind of objective? Do they teach how to get civilians out of harm's way? Are officers responsible for watching out for crazy soldiers who use war as an excuse for mass murder and getting them discharged from the military?|||This is what the Army Field Manual FM 27-10 has to say about the most misunderstood parts of both the Geneva and Hague Conventions:
a. Buildings To Be Spared.
In sieges and bombardments all necessary
measures must be taken to spare, as far as
possible, buildings dedicated to religion, art,
science, or charitable purposes, historic
monuments, hospitals, and places where the
sick and wounded are collected,
provided
they are not being used at the time for
military purposes.
It is the duty of the besieged to indicate
the presence of such buildings or places by
distinctive and visible signs, which shall be
notified to the enemy beforehand.

b. Areas To Be Protected. In order to
protect buildings used for medical purposes
from being accidentally hit, it is desirable that
the wounded and sick should, if possible, be
concentrated in an area remote from military
objectives or in an area neutralized by
arrangement with the enemy. See GC, arts. 14,
18, and 19; paras. 253, 257, and 258 herein,
concerning the establishment of hospital and
safety zones and localities.)

43. Notice of Bombardment
a. Treaty Provision.
The officer in command of an attacking
force must, before commencing a
bombardment, except in cases of assault, do
all in his power to warn the authorities. (HR,
art. 26.)
b. Application of Rule. This rule is
understood to refer only to bombardments of
places where parts of the civil population
remain.
c. When Warning is To Be Given. Even
when belligerents are not subject to the above
treaty, the commanders of United States ground
forces will, when the situation permits, inform
the enemy of their intention to bombard a place,
so that the noncombatants, especially the women
and children, may be removed before the
bombardment commences.
I have been involved with a Vietnamese woman for the past 8 years. I did not ask nor did she talk about the war there other than to tell me her brother in law was a ARVN Major and that he, his brother and her father were all put in prison when in April of 1975. 2 communist men were billited in her Saigon apt.. I will let you guess what they did to her.
When John Kerry ran for President she started talking. I was getting asked a lot of questions about what went on here during the war. The Vietnamese language papers were slamming Kerry for his lies, so was Helen, her brother in law (he wanted me to go to DC and help him cut off Kerry's manhood. It's a Vietnamese thing) and all her friends. She told me that the only time her Village was bombed by the Air Force that they dropped leaflets for 3 days warning civilians to evac. How commom was this? I do not know. Did her friends get in my face and aske where all there dead and raped family was...you bet. They asked becasue they all were accounted for and that Kerry was full of BS.
I point all this out because the same thing is done now to create a media fire storm of misinformation.
I watched a news report one night several years ago where the dead Palestinian man fell off the stretcher into the crowd. He jumped back up on it and went back to being dead. The report also noted that they were recycling the dead to make it appear many had been hurt.

If you were to enter a village, or announce to the civilians in any way that they should 'get out of the way' then you would also be telling the enemy to do the same thing. Kinda pointless, dontcha think?|||Yawn...why no...the USNA, USAFA, and USNA all teach you to trash as many civilians as possible. Where do people come up with cap like this.
Collateral damage is a fact of life, although it is discouraged mightily. Ask Lt. Calley what he was taught at OCS. I guess the military just let him slide, right?

One thing I would like to add is that current warfare does not fall into neat little packages that the army field manual and the Geneva convention were written to address. In current asymmetric warfare, what is the difference between a civilian and a combatant? If you say 12 year old playing in the street, you could be very wrong as Wayne C found out during his time and as many of our troops have found out recently. What is collateral damage anyway? If someone is shooting at you from a church or hospital, that building loses it protection by that very act and get's obliterated. We don't kill civilians; the enemy does by hiding among them. The ones that are fighting one side has uniforms the other side is in civilian cloths but carry weapons. Look at some of the videos online. You got people launching missiles, lobbing mortars and shooting and civilians walking/driving by. But if they target the missiles and civilians got hurt their labeled evil baby killers. Don't care, cant for some reason or believe in the cause.|||"Military colleges" in this area of concern would teach about the law behind this not the actual methods used to avoid civilian casualties. The problem in the recent events that encouraged you to write this "blonde" question. Is that Hamas and other terrorist use schools, Mosques, hospitals, apartments buildings as a base of operation.
They do this to get maximum sympathy from the foreign media. Terror works on foreign media as well as the peaceful population near said schools, et al.
If you behead the loud mouth kid who dares tells thugs to get out of his school, you shut the locals up, and then you can bring in the media to state that x did this via traitors (more fear for the locals) or by Special Ops.
Terror works because that actors have the blanket of invisibility. Dead is dead, so if you can blame the death on x, the family in grief will not use reason to see that they are being duped.|||well, they should tell you not to create false flag operations like 9/11 in which governments can have an excuse to go to war..........to kill more people.....
